Croteam are being awesome as usual, as Serious Sam HD: The First Encounter [Steam] should get the Fusion update that includes Linux and Vulkan support early next week on Monday or Tuesday.

From the Steam forum:
QuoteWe've set the date for public beta release of Fusion with TFE (both flat and VR, all OSes, workshop, kitchen sink...) - for Monday, but give us until Tuesday in case there are problems putting it live. Giving a complicated setup like that to both VR and non VR users, for all different packages that currently include TFE HD... It's non-trivial.
Fingers crossed!

Exciting, can't wait to sink my teeth into this for sure! You can read more about what the Fusion update is here. It will include Vulkan, 64bit support, Gamepad support and lots more.

Considering it has a co-op mode, this is going to be an excellent choice for some livestream action coming soon!

I hope the same. I already own this and all the other SS games. I don't think they will be separate. Seems like an update those who already have it can enjoy, I am sure Croteam would state otherwise. I look forward to playing an improved and Linux native version of SS HD: TFE come next week.

This will be great and my new RX480 should be in on Tuesday. So many games so little time, but not complaining.

Well they mentioned it'll be on everything including the kitchen sink so it's a possibility for GOG. ;)

I highly doubt that, it's not what Croteam has been doing and I highly doubt it's what Croteam will be doing. They brought Linux support for everything always with the base game, cross-platform was always free for all of their games. That they sell extra features as VR support etc. is in my eyes understandable (I wouldn't be buying VR support because I ain't got VR and I'm simply not interested at all in VR).

What I guess they'll be doing:
Put out a beta build to be installed as they did with The Talos Principle for us to choose in Steam options if you have the original game.
