Yes, since powers cost you energy, which is not replenishing by itself, it serves just as another type of ammo.

However, don't expect much from Infinite, it is way worse then previous Bioshocks.

Never played any of them. I am on vacation and have a road trip coming up and I am out of single player games (I have completed all games on my backlog).
