Steam - link to game on desktop

Hello

I can't create links on the desktop for my steam games. If i choose "create desktop link", i get the message: "link could not be created. maybe there's already a link on the desktop". But there is none.

(texts are translated from german to english).

Is this a known bug? Does also not work on my laptop.
