Just for the reference, Mesa 19.2.0-rc1 recently got uploaded to Debian experimental: https://tracker.debian.org/pkg/mesa

So it should be easier for those with Navi cards, to simply use those packages (you still need to build kernel 5.3, for example 5.3-rc5).

Now kernel 5.3-rc5 got uploaded to Debian experimental too: https://tracker.debian.org/pkg/linux

So Navi setup is even easier, you just need to still get firmware from here.

Actually note, that Mesa in Debian experimental is built against libllvm8, so possibly is not fit for Navi. So still build it yourself for now, and hopefully maintainers will rebuild it with libllvm9 soon.
