The notification system was only original for comments, then it got expanded to cover likes and quotes and a few places didn't take that into account if you had it turned off for comments and ended up showing nothing.
Should now be solved!

after removing them all, now my notification page says :"You have zero :(", while in the shot i posted this morning, that message was missing too.

I'm still tweaking a few areas to ensure they don't send comment/forum reply notifications if you're subscribed to an article/forum topic and you have comment notifications turned off (some people only want emails or to follow from their list in the UserCP without any notification).
Turns out I never actually finished hooking up the forum to the notification system either, so I just did.
I wonder how many others were hit by this little oversight...
