Or try Gallium HUD. If Gallium HUD works, it's OpenGL

Manghud doesn't work, Gallium hud works so it's OpenGL then.

it's a Unity game wasn't some option to make the game engine use Vulkan??

yes it is using OpenGL if I use this command as indicated by the MANGOHUD wiki MANGOHUD_DLSYM=1 mangohud %command% .... driver says on the HUD it's OpenGL.

Vulkan in Unity has for a the last few version not been great overall, along with there being some really weird Vsync and Input Lag problems with Vulkan.

As mirv said, OpenGL is tried and tested. Vulkan isn't magic either and is simply not needed for everything.

OpenGL drivers are quite mature by now,

for me it doesn't but I don't want to blame anyone because probably is a bug on Navi hardware. the navi driver is still too new. I heard that on Nvidia on Linux this game runs great. I need to open a bug report sometime when I put together some courage and time to git bisect the driver.

For now the game runs great with the hybrid, amdgpu pro driver from amd.com, 80fps on average on ultra, runs great. But with the mesa driver frame are inconsistent and can sometimes go below 20.

I'm actually curious now, if anyone on AMD hardware is experiencing some slow downs, I have a hunch that the problem is on Navi hardware. Please if anyone is on AMD playing this game post if it runs ok for you here.

bug reported should be a better place for people that want to report the same. Unfortunately I don't have the skills to git bisect this quickly it takes me weeks to git bisect something, I'm not that savy with git bisect.

If possible, see if you can record an apitrace so others can reproduce the issue. I might have time to help with bisecting but I don't own the game.
