Apparently they're going to abandon the deal due to the resistance from some markets/anti-monopoly laws:

RISC-V is great, but doesn't stand up to arm once the A series is taken into consideration. RISC-V is a competitor against the M series, maybe even the R series in some cases, but not the A. And that's where nvidia's interest is: the A series. It's what is used as the main processor for phones, servers, etc. Investing to get RISC-V up to that level is going to take a long time, cost an awful lot, and might fall foul of various IP that arm currently holds anyway, not to mention the software compatibility issues.

Those last points are actually why nvidia taking over arm is considered a bad idea by many people, and why there's been such pushback against the acquisition.
