Looks like they are in talks with GOG about releasing their titles there as well:

I don't think their games should need Steam to function (in theory), but they don't let you install them without Steam. I have no idea whether they also use Steamworks at runtime.

I didn't quite understand that. Do they just sell you DRM-free game packages or it requires Steam anyway when you buy form them?

UPDATE: I found it. It's all Steam only:

Other Requirements: Initial installation requires one-time Internet connection for Steam authentication; software installations required (included with the game) include Steam Client.
A bummer. I expected if they sell on their own it won't be tied to Steam.

More correctly, they are a partner who is in charge of distribution. Normally "publishers" are those who fund development and in return get ownership. But this term is often mixed up and used for retail and distribution partners. Here Paradox don't get any ownership over the game, they just take the burden of logistics from Obsidian.
