[NotABug] Subscribing to forum topics without emails doesn't work

When replying to a forum topic you get the option to subscribe to it with or without emails. Subscribing without emails doesn't seem to work for me since I don't get any kind of notification (like the kind I get for article comments).

Notifications arent implemented for the forum as of yet. You can still follow it in your subscriptions list in the UserCP.
