Title: Will ESO be avaliable on Linux?
I know that in past there is no way to run ESO on Linux, something was changed?

Natively no, it is however very much playable under Wine with DXVK. Bethesda/Zenimax haven't even bothered to put DOOM 2016 and the new Wolfenstein games on Linux despite running Vulkan.
