I have used the Padoka Stable PPA so far. However, updating to Mesa 19.2 is a long time coming. Probably Paulo Dias currently has little or no time for it.
However, there is now an alternative. Kisak is currently developing a PPA which will be updated after the release of Mesa 19.3 to the respective point releases:
