gamemode on linux with steam

I did some experiments with gamemoderun on steam with dota2 and I didn't spot any difference in nicenest.
I pass this arguments on game properties in steam as recommended in gamemode guide
 gamemoderun %command%

At the same time I can spot that steam have very high priority and low nicenest (10, -10)
Why steam that is ran as ordinary program without gamemode have nicenest -10 and dota2 ran with gamemode have nicenest 0
Any explanations ?
