I tried it on Linux Mint 21 with Proton 7 and windowed.

It's an older D3D9 game, so it might be worth trying PROTON_USE_WINED3D=1 and see if using OpenGL instead of Vulkan works better for you.
It's hard to figure out what is wrong without an error message. Run Steam from a terminal and check if there are any errors logged after trying to launch the game.
