For me though, Pro has worked out quite nicely although I largely used it for Destiny 2 which is now going free heh.

Expanding our list of supported countries - We’ll be expanding to more countries in Europe by the end of the year.

Update: 19/11/20 - all black screen issues appear to be solved! The game performance seems massively better than when it was OpenGL. However, they still need to fix it launching directly from Steam as of this date you still need to manually run the game or launcher.

I find if you scroll down, it's made clearer where it explicitly says "The Stadia platform is free to join" and that you can buy games.
