It is not really pay to win because even if you buy ingame silver you still need to level up skills to use high lv gear

So the onlything you can buy is ingame money and premium that gives you 2x xp and resources but premium can be bougth with ingame money so if you want to you can just farm money and buy premium that way without spending any real life money

They answered questions about vulkan support in a dev stream before and they said that they have looked at implementing vulkan support and that it is going to be supported at full release
