Because I don't want to get notification about my friends turning games on. Does the overlay do anything useful in most circumstances? Showing when you get an achievement is the closest overlay gets to useful

Are they saying they can confidently identify if a player cheated retroactively, but not proactively?

I suppose that's possible, but you wouldn't be able to distinguish the difference between "known cheater numbers dropping" and "cheater numbers dropping".

The problem is that the "penalty of perjury" part of DMCA is never enforced on false reports. If it was, we'd have way less false positive reports
