To disable the fps lock, go to Steam\steamapps\common\Downward Demo\DownwardDemo\Saved\Config\WindowsNoEditor\Engine.ini
and add
[/Script/Engine.Engine]
bSmoothFrameRate=false
Works on Windows with the demo.
