This is now fixed in Mesa master [1]. Sorry for the breakage but it was actually a game bug. The fix will be in the next 19.1.x releases. Next time if you want to report bugs directly, feel free to open a ticket [2] under the Vulkan/Radeon component. Thanks!

edit. Tried it again with cpu at performance mode, it's not stuttery....more like jerkiness, don't know how to describe it... it's like pulsating movement. Whatever. The low fps and tearing puts me off anyways.

This doesn't break DXMD because ARB_bindless_texture is not enabled by default. Don't expect anything to be backported to Mesa 17.1.x because we only cherry-pick bug fixes, not features. Though, my work could be available via padoka PPA I think and should be in Mesa 17.2. Thanks!
