One catch with higher prices now is that you can also sell a used card on Ebay to compensate a bit. That works especially well for AMD cards like Vega and RDNA1 ones which can sell for almost double their original prices.

I'd say if you are going for such high end card as 6800 XT investing in a good monitor is worth it as well, and all high end ones like 144 Hz (or higher) adaptive sync IPS models have DisplayPort, so HDMI woes are usually a non issue.

I'd recommend something like LG 27GL850 (2560x1440, 144 Hz) or LG 27GP850 (2560x1440, 160 Hz).

The switch to PE broke some PulseAudio patches in Wine staging that are needed for Cyberpunk 2077 (without it audio in the game is crackling):

I have no way to check if it's legit, but it's not hard to imagine. Stadia is Linux. I suppose with enough motivation CDPR can release a native version.
