Thanks to my contact at Paradox, I have been able to test the new Cities: Skylines - Natural Disasters DLC before release. Here are my thoughts on it.

Cities: Skylines - Natural Disasters is shaping up to be a lot more interesting than I thought it would be! It is going to be released on November 29th and they have put out a new video.
