here in estonia many shops sell desktop pc's without OS, some come with Ubuntu also and some with Win 10 ofc.
laptops usually are sold 80% with windows OS and 20% with Linpus or Ubuntu.
whats your budget ofc? and what you want to do with PC..
by all-in-one pc do you mean pre-built? like all is fitted into the case without you having to deal with it?
