How do you get winehq-devel 3.1 on ubuntu?

Their repo only has 3.0-rc6, 3.1 has been out for almost a week now

That's how to add their repo, which as I said has an outdated version

I checked the usual place: https://dl.winehq.org/wine-builds/ubuntu/ which is where I presume the OP looked in first, strangely it's only up to 3.0rc6.
