These are great questions. Ok...here is a quick rundown of how this works. Essentially, the Steam client is very smart and does a good job at identifiying the customer and paying the developer accordingly.

- If you want to ensure you are supporting Aspyr for the Linux version of Civ V, buy it AND PLAY IT on your Linux Steam client.
- Purchases made on another platform (Windows for example) will default payment to that platform BUT if you play it on Linux for the first few weeks, the system will recognize that you are actually a Linux user and shift a portion or all of the payment to the Linux developer.
- Purchases made more than a month ago on a different platform will keep payment to the developer of that platform if the user never launched on a different platform. This is totally understandable, as trying to sift through this stuff even just a couple of months after the transaction would be a finance apocalypse.

There is of course a grey area in rare cases, but Valve has some magic formula to make sure us devs are taken care of and its always been a fair shake for all involved.
Cool bought Tropico 5, but didnt even installed it! So Im waiting!

that unfortunately doesn't fly in w2 case. i read how people with much beefier machines can't pass 10fps.

i'm running it on 9800gt at 720p (my tv) without single problem and no frame drops whatsoever. and to make it even worse, friend is running it without problems on old amd and nvidia 520. then 3rd friend has 780gtx and i7, while his game is completely unplayable even at same settings as me. go figure

it can help if you try reading the git issues users posted, but if you're unlucky probably all you can do is wait for update. still, at least developers are pretty active in communication in that git

"3rd friend has 780gtx and i7" pff, GTX 770 4GB(Windforce) can run it at 40FPS maxsettings/1080p under Eon. In windows I can even surpass 51FPS(ubber on)
