There already is already a non-kernel way to block wine the wine devs can do nothing to very little about.
Those handicapped blockers just don't use it.
If your read the wine developers communications about blocking attempts you will find them refer to it.
I think I know which one they mean.
Much like the wine devs I'm not going to name it, because somebody with the intent of blocking wine might read it.

What always surprises me about coc's is their genericness.
Take for example this one.
It claims to be specifically designed for open source communities, but it's easy to see this one being implemented on a forum or really any place where people communicate which each other.
Were I to design one for open source community COC's, I would at least include clauses forbidding significant amounts of off topic communication, include a definitions clause at the top and included a policy with dependency projects.

I just happened to look up the Mono project under Wine and now I see how big a thing this actually is.
The wine people now control Mono main and this patent pledge [External Link] remains.
The wine project bought itself some minimal protection against microsoft patent strikes.
They've now a part of their project they can safely update without threading on patented toes.
I'm currently not aware if they would be allowed to add lgplv2 code to mono, but at least they can dodge microsoft patents.
Edit: I read the patent pledge a little better and it doesn't apply to new stuff(or more accurately to things not written by xamarin and/or microsoft.)

I think this is an interesting take to the handheld space.
Arm linux for gaming.
Arm is basically the same sacrifice Valve made with Linux(compatibility and preformance) again for much of the same benefits(price decrease, battery life, openness, etc.)

Mono and Dotnet both provide a Linux compatible implementation of Dotnet.
I think you want Dotnet.
They're both pretty inter platform, so you can also test whether it would work on your main device.
Do not and I repeat do not test dotnet framework.
What distinguishes framework from core is that it's closed source and incompatible with everything that is not windows.

One of those goal is independence from western software and hardware.
This has let them to publish several Ubuntu distros, which subsequently failed for the expected reasons.
Maybe somebody implemented a functional a way of transitioning.
It could also come from new laws and censorship policies against gaming youth(maximum screen time and all that stuff).
This last one I consider the most realistic

The press release mentions that wine's fork Wine-mono will become Mono.
This is handing over a trademark and possibly a signing key.
The WINE people know about this and potentially extracted concessions from Microsoft of it.

Android uses it for compatibility.
Basically anyone who isn't Microsoft uses it if they want to participate in the Microsoft dominated dotnet space.
That Microsoft doesn't want it isn't strange though.
It's by design a thorn in their side.
They build the entirety of dotnet to replace Java of which they just had gotten an anti-trust conviction for the way they had tried to pound it into the ground, because it was portable.
