It doesn't unless they've suddenly changed it now. I tested, as the article states, and there's various other posts on the Steam forum and ProtonDB about the issue.

The SteamDeck=1 launch command doesn't apply, because this is not a Steamworks SDK issue, it's specifically the anti-cheat checking for Steam Deck.

It's not a DLC, it's a standalone game. Even with the same developer, one game working does not mean the next definitely will.

It's also why I stick with Kubuntu myself. I love KDE Plasma, and don't want the hassle of such breaking changes so potentially often. I do wish I could more easily get newer Plasma releases though...

Update: Turns out this was actually already a rule that Valve had. It was listed on their Pricing page but this change has made it a lot more visible with its own dedicated section.

I think people throw around words like "scam" far too often, at times for the strangest reasons. The game clearly needed more time, hence Early Access, but they also clearly didn't see a good release in terms of sales and need more money to actually finish and improve it. So going for another funding method to do so actually seems like a good business plan. I don't see anything even remotely "scam" like here. This is just small-team indie development.
