As for the way it looks, i think its great. If you turn your nose up in this way, youre likely missing out on a lot of good games.

Just to be clear, you need to opt-in to the beta on Steam to access 0.16.x

They just wanted to make it easier not to get excited.
Seriously though, this kind of "pause" is most definitely not a good sign, especially with only a hand-wavy reason given.
