Yes, but that does not mean that there was a problem with the drivers to begin with.
No one is saying that. The issue seems that both resources are needed to address the problem.

It is an unfortunate fact that modern (ogl/d3d) GPU drivers have to include increasingly massive collections of work-arounds and kludges to circumvent bugs and programming mistakes in game graphics code, which leads and indeed has led to complicated drivers with very unpredictable behaviour. This has been repeatedly confirmed by various industry insiders.

The design of the new, low-level graphics APIs will undoubtedly alleviate this problem due to the much "leaner" drivers, but there is still some wiggle-room so time will tell if they actually solve this problem completely.
Yeah I agree! And there would be less overhead (if none at all). That is, if most developers would embrace the new API as a new standard.

Yes I did. Still if the game does not perform well on any combination of hardware or software, there's no reason to blame anyone but the developer. If you feel the need to blame someone that is.
Just to clear things up mate, there's no "blaming" going on here.

According to the article, the norm seems to be that most game releases are broken and that most of it were fixed by patching the drivers. The point here is, it's not just about the developer releasing fixes but also the need of new optimized drivers as well to combat the issue.

More often there are always patches after release to fix some minor bugs that slipped through QA. But in this case, if you look at the graphical demands of the game and the performance output on the higher end cards, one may think otherwise that this isn't just about bugs but driver issue as well.

I wish they remove the glossiness on the skin. Models looks "plasticky" with it.
