Unfortunately, this is a result of there being no standardized way to design a digital storefront. There is a learning curve for every website, so it doesn't surprise me that someone might miss what seems obvious to someone else.

I dont have time to do the tests now with the new drivers but as far as I remember force full composition pipeline was giving me horrible frame rates and looked like the game was staling/laging
It may be one of those "individual mileage will vary" things, but if you enable "force full composition pipeline" then make sure you turn vsync off in your software settings or it will impact performance. I get great performance across the board with no tearing.

When I buy from Steam, it's because I know exactly what game I'm looking for because I learned about it from somewhere else. I almost never randomly search the store looking for something to buy, so how the games get to Steam makes no difference to me.

It's not 15 times, but the Linux depots are twice the size of Mac/Windows ones. Which is still a big difference.
Windows requirement is 12GB hard drive space. Linux requirement is 15GB hard drive space. Not that big of a difference, really.

That's actually pretty typical of all Civ games. Civ 4 would get downright unstable towards endgame.
