By that sort of comparison-based logic, as long as you get 4.5-15 hours of enjoyment out of the game, then it's worth it.

I would consider a lot more an 20 USD price tag. Specially when we consider i buyed the complete bundle of Civ V on June 2014 for 16.49 USD...

Here's hoping that maybe Kerbal Space Program eventually gets Vulkan support. Probably won't help in any noticeable way on high part-count vehicles, though.
