Why? I'm not totally making any speculation here. But my heart tells me probably F1 2019 may coming to EGS exclusively. Let's be honest, EGS doesn't have so-called proper racing games. So, if Valve secured iRacing (not forget, port it to Linux), the future of Steam (read : money) maybe secured and Valve can continue to be lazy some more after that. :D

If you mean run the tournament under Linux I doubt it. I'd love to see that but they don't really do it. Just look at DotA 2 TI. That is run on Windows 10. The machines that are played on are Windows 10, the machines that run OBS for the streams run Windows 10. I just don't see them using Linux for artifact.

As I have said before, my opinion is that they should give a free version only for linux that you can get for a limited time of a couple of months for example. Whoever gets this can play the game for free but only on linux. If he wants to play on windows/mac or does not get that in the limited time of the offer he has then to buy the game. What do you think of that idea? If I were Valve I would do that to help linux market share, not the exclusivity thing.
