I will post at their github, but I don't know what to say. I recorded with my camera, and ironicaly this time takes about 4 minutes. lol

To be clear, is only the first load, the other loadings after is very fast.

If you download it from Steam it seems to auto add a repository.
Sure but this doesn't make sense, it's safer install from the official repository.

From what I remember, the package from the Ubuntu repo was a bit old and using the old Steam pathes (i.e. ~/.steam rather than ~/.local/share/steam). It's a bit weird that the client complains about this now, have they (Valve) changed where stuff should be put again?
Yeah, it's using ~/.steam, but I don't get what changes with this. The client is up to date.

Steam is a software that updates itself, I don't get why someone prefer installs from another source other than Ubuntu repository.

really? it takes like 5 seconds to load for me
i have it on SSD though, but i doubt the difference is so big
I measured the time, actually is 2:31... It's really strange. I've a SSD but only for the OS.

ps. Is the same hardware used in Windows. And i'm using ext4 btw (I don't know if FS had much to do).

I love SW3, it's my favorite open-world game of all time. SW4 is great too, but isn't fun as SW3. The only thing that annoy me is their loading, it takes too long in comparison to Windows.

They decided to use the 364 version because something good is about to happen (or at least a new pattern) with the new drivers, it's like the problem of floating head in Shadow Of Mordor, they needed to fix the bug to work in new driver, and with the patch I had no regression, in fact it is working better than before.
