I picked this up a few days ago, have been playing every night, and really enjoying it. Yes, it's frustrating to have nearly cleared a level only to have the last bad guy shoot you as soon as you open a door or walk round the corner. But then this is meant to be more tactical than burst in and shoot everyone - it's not Hotline Miami. In fact you get penalised for indiscriminately shooting suspects - they need to draw a gun first.
I struggled with the first few missions, and failed the first bomb mission, until I figured my character could run! The game worked flawlessly with a DualShock controller, and I found it much easier (I never got the hang of WASD). In later missions you unlock a Borescope so you can see who's in a room without opening the door or alerting them to your presence.
My basic strategy was to burst into rooms and punch everyone, including citizens! I agree that the partner AI could be better, but he has saved me on a few occasions. If he were too good though I think it would make the game too easy.

I'm very interested in this, and love the style, but am reluctant to buy a game still in early access after 6 years in development. The few Steam reviews are positive, but I see others also have concerns about the unresponsiveness of the developer.
