As you saw in the above video, the level editor was announced to come along with the game for its release. Though, Hotline Miami 2: Wrong Number saw the light of the day on March 10, 2015, and the editor was promised to be added sometime later.

And finally, after one year and a quarter, the editor has left Beta status.

Though, the developers have warned about the possibility of bugs:

Therefore, if you're into creating new content for games you like, you can start "hurting other people" in your own levels right now. Who knows, you might end up being the creator of the (unofficial) third episode of the saga...

PSA: after updating to the new version on Steam, my progress on the campaign was lost. Needed to revert to the previous version (through the "no editor beta" in the beta tab) to get it back. Not sure if you can do the same with GOG/Humble versions if you happen to have the same problem.
