I've searched for a long time, and eventually I've found that game is creating .ini file where it stores those settings.
You can find it in
~/.wine/drive_c/windows/MiniCarRacing.ini
It's very large file (~28 kB), so editing it would be very difficult, so here's what I did:
I have launched the game on windows XP,
copied the .ini file to pendrive,
pasted it to ~/.wine/drive_c/windows/ directory.
With this bug it's impossible to play this game in split screen mode, so if you can't repeat what I've done you can download my settings [here](http://dropcanvas.com/1ugj0/1) (downloading will be disabled after some time, so if you can't download it, send me an e-mail to [email protected] and I will upload it again).
I highly recommend trying that game, it reminds me of my childhood and it's very addictive!

To be clear, this sounds like your actually on Windows, not Wine on Linux.
