After Liam's reply, I tried to search the site for he game and came up with nothing. :(
It was quite simple graphically from what I remember.

They talk a lot about the science of the cellular stage and the 'new' website explains why it looks unfamiliar, but I was pretty sure that the game I'm thinking of was just one guy (he might have taken his PhD in biochemistry and turned it in to a game???
I'll certainly give Thrive a good look, though.
The game I'm thinking of (I think) was made by just one guy. He had a website that looked like I'd made it in the 90s (there were only four or five pages) and there was a page where he directly compared it to Spore in terms of science, game-play and interaction etc...
