You could even lower the budget by choosing an APU, if you only play indie games, or some less demanding AAA games. But I think your parts are pretty well chosen, I would have recommended pretty much the same.

Now, if you want a little bit of extra performance, I'd recommend a tiny SSD (no more than 40-60GB), an FX 8xxx processor, and a 1TB Harddisk. I often find that 1TB haddisks offer a lot more advantages for the money (maybe 1-3€ more, depending on the site, from what I saw).
But I don't know how the steamOS installer would handle a SSD, if someone has any experience about it, I would be interested to hear it.

There was a humblebundle Linux version, which worked flawlessly, even with steam achievements, but the game was not out on Steam for a long period of time.

I believe he means you need to opt in for the beta of *leadwerks* (the application). You often need to explicitly state that you want to participate in betas, it's done in the property window of that application.

There are some interesting extensions, which can lower overhead in multithreaded scenarios, and some others which should reinforce stability.

Yes, they need to watch Microsoft very closely. They may attempt to kill the new spec in the egg...

About compatibility... This is not strictly emulation, but it allows OpenGL to speak some DirectX for certain things, like coordinates :

In DirectX, the coordinate system is Like this : (Left handed coordinates)

While in OpenGl, it's : (Right Handed coordinates)

One of the new extension will simplify the utilization of DirectX-like coordinates within OpenGL, which means less works for developers :)
