Fuck your surprises, Valve. But yeah, it shouldn't be only directed at loot boxes. It should be a much more broad regulation and both physically and digitally too. Just cause shit has been a certain way before, doesn't make it right now.
Plus for physical card packs, they could easily just number the packs in a series. So that way you don't buy duplicates. Though they'd still find a way to create some artificial scarcity, unless that shit somehow gets banned as well.

At least the graphics aren't in the "uncanny valley" like inZOI's can be at times. Though some of the characters do look weird still. lol
