Not legitimately you can't. There has been workarounds which I won't link, which messed with the anti-cheat. It's not currently possible to play Genshin Impact on Linux.

It's both hardware and software. It needs at least by the sounds of it FastConnect 6900, along with the OS/Drivers to actually support using it like this.

It wasn't. They aren't making anywhere near enough units for the Steam Deck to be a console platform, and they're (still) perfectly happy for other OEMs to make gaming machines with Linux on. The Steam Deck is a demonstration device, not an end point.

Don't forget it's also partly jealousy. Gabe Newell previously said he was jealous of Nintendo with them making hardware and software together. There's many reasons for Valve doing all this, I wouldn't say any one specific reason any more.

I play it regularly just fine. The initial load does give a black screen for a bit but it does eventually load. Doesn't matter what ProtonDB says, it doesn't work with Proton.

Since you can access a full desktop mode, it should be easily possible unless Valve are doing something to block out the main Steam folders from any tampering which I doubt they can given you can do probably anything from CLI.
