The feature is already working on Linux (upcoming Mesa 21 already has the patches to make use of it on AMD GPUs). AFAIK, It's 100% up to them to make use of the feature on their Linux driver.
Working with Mesa doesn't mean working with NVIDIA proprietary drivers though :)

There is a basic tutorial now to get you started but they're still evolving the gameplay currently.

I mean they haven't said they meant music licenses. Could be literally anything. For example, perhaps the porting studio issues a license to the game publisher for some part of their work. Or it could be some other part of the game, like middleware.
It was meant as an example, not the cause.
