You've never heard of ghost cars? It's a really common feature in racers, it's where you see a see-through "ghost" car that you can pass through that performs your best lap. It's like racing yourself, pretty much.

Since Valve don't support it directly, no. It's better to get developers to test using the Steam Runtime Container.
