Well, in fact that does tell us that the open source drivers are not going to be supported.
Considering the state of open source graphics drivers, I'm not sure what other choice the developers have.

And this is why I'm glad I held off on buying the "season pass", because so far, the DLC has been very underwhelming. Hopefully "Shen's Last Gift" will be worthwhile since it adds a new class, and then, maybe, Firaxis will get to work on a proper expansion.

When we speak of Linux support, we mean SteamOS support.
That's an odd distinction when you consider that SteamOS is Linux.

What gave you the idea that Valve is shifting focus away from SteamOS? It's a large and flexible company. They can have multiple focuses.

Beware that if you read this you might realise that there is now very little chance that HL3 ever come out.

This is a game I was excited to see coming to Linux, until the reviews hit, and then I was considerably less excited.

Another way to look at it is that by dedicating so many resources to VR, it will allow them to bring it to Linux even faster.
