These cards are drawing way more power from the PCIe slot than they are supposed to.

Make sure you restart Steam client then verify your installation that should force the Steam client to pickup the patch correctly. There were a few issues shortly after launch where some pre order content didn't update correctly but a restart of the Stema client (as that forces the client to get new ownership info) should clear the problem. You will likely get a download at this stage as the missing files update/reinstall.

Thanks for the quick response. Unfortunately, this didn't work. Steam shows the pre-order DLC is installed, but the game still doesn't see it. Just to see I started a new game, did the first mission, got to base, and checked the armory. I only have regular kevlar and the old war survivor soldier is not there. I think that rules out an issue with the save.

I think I just accidentally social engineered open my own paypal account...they only asked me for my name.

Anyways, just got off the phone with paypal. After going up 2 levels their engineer deactivated 2FA and then had me complete the purchase and re-enable 2FA. She blamed it on the website and said I'll probably have to disable 2FA every time I buy from here.

Sorry to hear about problems with using our website. Probably we're pointed out what's not working in your case - both Chrome and Firefox is blocking PayPal Express pop-ups, to unlock it, you just got to:

Unlock the pop-up in adress bar.

And about credit card payment method - probably your trying to pay via credit card that's not supported (we're supporting VISA, Master Card, American Express, Discover Network and JCB).

Thanks for the response. I put a ticket (1151) in yesterday with more details.

I get the secure paypal popup, but it says my username or password is incorrect. I can, however, log in to paypal.com directly using that username password...along with a 2 factor auth code I receive by text message. Your secure popup never takes me to the 2FA stuff after the password.

The CC I was using is an American Express card. This morning I got 8 emails from gamesrepublic telling me my order is under review. I hope I don't get 8 charges on my card!

The only way that should be possible is if you're running Steam as root, which would (obviously) be a terrible idea. Beyond that possibility, you have a serious flaw on your box if you're seeing root-owned files being chowned by non-root processes...

It did improve. And the "WTF" was exclaimed for a reason. Steam and XCOM is of course running as "me" (and the overwritten file is again owned by "me" ). My box is actually a pretty well maintained 14.04 Ubuntu.

Audit lists two access sources to the file: "XCOM2" and "?" - the latter one presumably setting the permissions.
The directory is writable by you which means its contents could get unlinked and recreated. chattr +i prevents this
I edited XComEngine.ini using sudo gedit instead of using chattr +i (like the article suggested) and left the editor opened. When I started the game gedit noticed the file had changed and asked me to reload it. I reloaded the file and the poolsize was still set to 512 (I didn't make any other changes), I guess gedit noticed xcom taking back ownership.
