Flatpack has one advantage over snap, like the possibility to bundle a runtime containing common dependencies shared between Flatpack packages. It seems those devs never heard of the Steam Runtime.
No need to target a specific distro, just build with the Steam Runtime and your game will run basically on any Linux distribution able to run the Steam client.

Unity3D has plans to support Vulkan in the next quarter

Don't hold your breath guys.
Unreal's Vulkan support is only available for Android right now.
I wouldn't be surprised if Unity build it for the Google's platform first.
