I've been playing it from a CD-based installation for a few months now. I probably have a couple of game patches installed as well.
The last I played it in October the AI was a bit wonky but I didn't run into any level bugs that prevented me to proceed like I had with earlier builds.

Every time I think I want to play this I look at reviews that call it a backpack management simulator. I don't know what to believe.

I've got a Deathadder Elite mouse and I appreciate the control that openrazer provides. IIRC the default RGB was a tad annoying to me. I also like the DPI changes. It can be done via buttons on the mouse too but I have more fine-grained control in polychromatic.
As for build quality mine has been running ok for a few years with no issues. So sample size of one.

I haven't played for a few years but it was fine when I did. I felt like it did the Elder Scroll's universe pretty well and had a reasonable quest to grinding ratio. I'm just not that into MMO's and lack the time to be a good party member. I tended to play solo which was fine as long as I was careful. I only grouped up to take on bosses.
