I'm trying to get Resident Evil 2 remake working, but it doesn't work due to stupid WMF, so I'm playing the Gamecube version of the original RE2 on Dolphin.

After six years of using Lubuntu I switched to Xubuntu. LXDE became too glitchy. PCmanFM (file manager) crashes sometimes after copying a file. Desktop icons start to disappear too often on several computers at my work after upgrading to 18.04. At first I thought it's because of upgrading, and maybe some configs are incompatible with new versions, and I did a full fresh install on one of computers with formatting the whole drive, but that didn't help. I used to scroll tabs in the terminal with a mouse wheel, but cannot do that since 18.04.

I tried LXQt, but I found it's even buggier and is not ready for using yet.

So, I have installed Xubuntu, it works and looks nice so far and has similar RAM consumption to Lubuntu. But there are many small things differ. Lubuntu was perfect for me right out of the box, and in Xubuntu I have to tweak settings to make it more comfortable. For example, many systems have the same global hotkeys as Windows, but not Xubuntu. Why? I've been using Win+E to launch a file manager for all my file, but now it's Win+F, and Win+E launches a text editor. WTF? And mouse scroll make a window active instead of just scrolling damn window on the background.

Sure, it's Linux, so everything is customizable, but this means now I have to mess with settings after every install. And there is one thing I couldn't find how to solve. Maybe someone here knows? How to make mouse scrolling on the taskbar to minimize/restore a window instead of switching windows?

Quake 4 wasn't like Jedi Knight II (another Q3/id Tech3-based game that can't use ioq3 unless if OpenJK or at least OJK's unique elements was merged with it) where it had a different animation engine or anything like that. It was basically plain jane id Tech 4 with some updates, that would also be in id Tech 4 for BFG. Also, id was assisting in its development, so Raven likely had to hold to the code standards of id Software itself. That should at the very least it make it pretty easy to port the assets over to BFG-ied id Tech 4.
Isn't BFG Edition made in id Tech 5 with its megatextures and other things? Doom 3 mods don't work for BFG Edition.

Valve's card game Artifact seems to be dying off and fairly quickly too

No. Its engine is modified. It isn't just a total conversion of Doom 3. It had multi-core CPU support and other features Doom 3 had not. The same for Prey. You can't play Call of Duty or MoH: AA with ioq3, right?

Probably it's possible to make Dhewm3 compatible with Quake 4, but don't think it would be easy. I read on Moddb or somewhere that there are many differences between two games, they handle scripts differently, etc.

On Linux , problem is exploring new things. You had to deal with wine bugs , DRM problems , anti cheat problems etc.
That means, if you are an experienced user, some day you'll stop getting into troubles on Linux, but Win10 will always find a way to screw you.

Bethesda bought id Software in 2009, and Carmack left in 2013. Between these events id released the source code of Doom 3 BFG Edition and didn't release the source code of Rage. So, I'm not sure if it's up to Carmack or Bethesda to open sources. Anyway, Quake 4 is not an id Software game (it's by Raven Software), so they cannot do anything with it.

I tried vkQuake2, it works, but has issues. No music, and weapons disappear if fov > 90.

Nice game, I finished it in 2 hours. Levels are plain designed but not boring. The game is easy but challenging enough, and in order for beating the final boss patience and tactics are needed. I'll probably try to replay the game to get more achievements.
