Because that's how Valve is marketing it. The Deck is not being presented as a Linux device but as a Steam device. You won't find the word "Linux" in any of their marketing.
To the consumer, yes. The OS should be irrelevant to the user experience.

The developer communication is very clear about it being Linux though.

Just tried FFXIV with Proton 7 and seems all the videos are now playing.

Unfortunately the game is dropping legacy launcher support next month, so the game will stop working. Not sure yet if any of the custom community launchers will still work.

Of the Deck Verified titles, some games with native ports still show Proton as the recommended runtime. Falconeer, for example. I checked which ones show "native" as recommended and these are they:

Interested in trying Star Wars: Squadrons multiplayer, but yikes, the concurrent player count is peaking at about 200, so not easy to find matches.

Oh cool, I just looked, and alas not present for Tomb Raider. I hope they go back and update the data with the new fields.

I do like that they have requires_internet_for_singleplayer. I hope this encourages one or two publishers to cut that shit out. I mean losing the green tick might not seem like much, but for Steam Deck users that's possibly the difference between a sale and not.

I wonder if they tested native or Proton for Steam Deck verified. The tested buildID info seems to be Windows stuff, but not sure if that's enough info to work off.

My understanding is it would work the same way as on Android? So anything will install via steam but dev mode is needed to install any other program ect.
Valve confirmed in the Steam deck developer livestream back in November that you would be able to install Flatpacks without needing to go into dev mode; see below link to the question (happens at 3Hrs 43Min 40Sec)

Anything in user space should be doable without dev mode. AppImage should work also.

I'm guessing that wine compatibility takes up a lot of development time and I think that is at least one reason why the UI is basic compared to Playnite.

Both projects have one main developer and Lutris has a larger code base.

For installing and playing games they both do a great job.

Playnite is great because it has a nice Fullscreen mode that you can immerse yourself in and it would be cool if Lutris had that as well.
Playnite reminds me more of Kodi than Lutris. But I definitely think Lutris can benefit from a UI/UX that was not designed by a programmer.

I know Valve said they have a data-driven approach to the order they'd be testing in, but the games in the current list seem often quite random. Either that or I have a very wrong idea of what's popular.
