I read it as "their own API and alternatively, Vulkan". Which makes it sound similar to Nintendo Switch situation.
Portability initiative and projects like gfx-rs might have a problem with targeting PS, because of NDAs. That always throws a wrench into open source projects. I hope consoles would stop using this dinosaur NDA approach from the last century, if they care about making things easier for developers.

I checked Nightline - not sure what to do there. I'm stuck in that dark part of the train, doors don't open to other carriages, and you barely can see anything through the windows.

Regarding MoltenVK and etc. Some info surfaced up, about Apple being in a legal conflict with Khronos about something. This came out in the context of Apple refusing to adopt SPIR-V for WebGPU. Apple refused to elaborate on the reason though.
However this can also explain why Apple staunchly refuse to support Vulkan in general:

MS [Maciej Stachowiak]: Apple is not comfortable working under Khronos IP framework, because of dispute between Apple Legal & Khronos which is private. Can’t talk about the substance of this dispute. It's a simple argument. Developers and publishers who are not pro DRM have no problem publicly saying so. And actions speak better even. So again, Feral will be seen as pro DRM, until we'll see their games in DRM-free stores.
