In their 2nd statement [External Link], Psyonix states:

If you play Rocket League on macOS or Linux and want a refund for the base game, please follow these steps

Notice "base game". The post says nothing about DLC or other purchases. It does not look like they are refunding DLC.

My request for the main game got denied (I clicked the refund option and added an explanation).
However, when I clicked on "I have a question about this purchase" on one of the DLC purchases and explained the situation there, Valve refunded all DLCs and the base game for me.

One point the article misses (or I have missed reading it) is that Steam has In-Home streaming. There are people already using that to game on lower end laptop's in a different room (or on mobile on the go). From what it seems valve is creating a cloud gaming service that uses the hardware and the licenses the people already own. (although upload speeds and latency are a big issue) The remote play together feature does exactly this at the moment (without one player even needing a license of the game or a pc capable of that game).
