I applied in June 2006 and the procedure ended in March 2007. While most of it probably was delay due to not enough people having time to care about applicants, there where examinations about packaging Debian stuff, bugtracking, Debian procedures and philosophy, architecture, libraries, ... You need to have a Debian package you made yourself and choose a bug in the BTS and fix it.
But then, I don't know what it takes nowadays.
