They don't plan a Linux version, and might look into it after the Windows release, but if the Linux community asks them about it, they might reconsider and add a Linux version for sure.
So if you are interested in Scorn, let them know. Contact them on Twitter, on Kickstarter, in the corresponding Steam discussion thread or anywhere else to let them know you are interested in a Linux version.
They use the Unreal Engine 4. From Everspace we know there might be difficulties, but other games like Descent Unterground etc. are using it too with a working Linux version. So chances aren't bad to build a Linux version.
